From now on, "Party Level" for things like starting a new character in Tomb of A (in some other campaigns you start over at level one or level three it's different for each campaign) or for getting XP for finding items, the "Party Level" means the level of the second highest player character. I want it to lean higher than average/median but not all the way to the ceiling.
